Prior to his retirement in February 2003, Mr. Ruggins was Vice President, Financing and Treasury with a large telecommunications company where he was responsible for all capital market activities, cash management, banking, risk management and insurance. He held various positions in the pension fund, treasury and finance departments within this company since 1970.

Mr. Ruggins is a professional engineer and a member of the Order of Engineers of Quebec and a senior member of the Institute of Electrical & Electronic Engineers. He graduated with a BSc in electrical engineering and a BSc in mathematics, as well he holds a graduate diploma in business administration.
